Following a reassessment of civil aviation authority in Bulgaria and Poland, the FAA has given both countries’ airlines a Category 2 safety rating
The FAA periodically reviews the civil aviation authorities of all countries with air carriers that operate flights to the United States. Foreign carriers operating in the United States must adhere to the ICAO code governing international standards and recommended practices for aircraft operations and maintenance. A Category 2 rating indicates a country's civil aviation authority does not provide safety oversight of its air carrier operators in accordance with the minimum safety oversight standards established by ICAO.
The FAA will remain engaged with the civil aviation authorities in both countries and will periodically review the situation with the intention of encouraging improvements that will qualify them for a Category 1 rating. The assessments are not an indication of whether individual foreign carriers are safe or unsafe. They determine whether or not foreign civil aviation authorities are meeting ICAO safety standards, not FAA regulations. For more information, visit
